Born in Moscow on May 9, 1984. Graduated from the College for the Training of Social Workers No. 327 with a degree in social works; the Department of Law of the Russian Law Academy of the Ministry of Justice of the Russian Federation with a degree in Law; and the Faculty of History, Political Science and Law of the Russian State University for the Humanities with a degree in Public Relations.
He worked in executive authorities and in a number of public organizations.
