Amur tiger and Amur leopard save the whole of Russia's nature

Vladimir Putin signed a List of Orders on conservation of the Amur tiger and the Far Eastern leopard. Almost all suggestions made by WWF-Russia are taken into account in this document.

1. The Government of the Russian Federation shall ensure:

a) adoption of legislative acts necessary for realization of federal laws on hunting regulation (deadline is February 15, 2014);

b) establishment and implementation of  a system for timber origin monitoring; specification of the amounts and sources of necessary funding  for its functioning (deadline is February 15, 2014).

2. The Government of the Russian Federation shall submit proposals on:

a) increasing budgetary allocations to finance federal state budgetary institutions responsible for the management of federal protected areas (Report’s deadline is December 1, 2013);

b) allocating subventions (subsidies) to forestry and hunting regulation institutions (Report deadline is December 1, 2013);

c) giving hunting inspectors the official right to conduct a search of hunters’ personal belongings and vehicles (Report deadline is February 1, 2014);

d) establishing an institution of public nature protection inspectors, whose responsibilities shall  include protection of wild animals (Report deadline is February 1, 2014);

e) providing mechanisms to economically motivate ordinary people and officials to oppose crimes and violations of environmental regulations (Report deadline is February 1, 2014);

f) improving control over the implementation of priority investment projects in the forestry sector regarding implementation of requirements of the priority investment project system by the investors (Report deadline is February 1, 2014);

g) clarification of requirements for forest leaseholders to protect their forest leases from fires and illegal logging (Report deadline is February 1, 2014);

h) providing forest leaseholders with the right to check the documents and to search the cars of individuals within their leased territory (Report deadline is February 1, 2014).

3. The Government of the Russian Federation shall consider the possibility of granting the authority to conduct a search of persons, their belongings and vehicles, and to seize belongings and documents without witnesses to officials in charge of the control and supervision of legislation on nature protection, forestry, hunting regulation and protected areas, (Report deadline is February 1, 2014).

4. The Government of the Russian Federation jointly with the executive authorities of Primorsky and Khabarovsky Provinces shall elaborate and approve an Action Plan on conducting a full census of the Amur tiger and the Amur leopard, with specification of the volumes and sources of necessary funding (Report deadline is February 1, 2014).

5. The Government of the Russian Federation jointly with the Administration of Primorsky Province shall ensure preparation and adoption of legislative act on establishment of a national park in the middle and upper reaches of the Bikin River, with special consideration given to the participation of indigenous people in its management (Report deadline is December 25, 2014).

6. The Government of the Russian Federation jointly with the executive authorities of Primorsky and Khabarovsky Provinces shall consider the establishment of buffer zones around national parks and federal nature reserves located in Primorsky and Khabarovsky Provinces (Report deadline is February 1, 2014).

7. The Government of the Russian Federation jointly with Primorsky Province Administration shall submit proposals on conducting in 2014-2016 forest inventory in Primorsky Province, paying special attention to delineation of protective forests and specially protected forest management areas in the key habitats of the Amur tiger and the Amur leopard and imposing a legal regime for these forests and areas that will exclude their leasing for logging (Report’s deadline is March 1, 2014).

8. The Ministry of Natural Resources and Environment of the Russia Federation jointly with Primorsky Province Administration shall finalize and approve:

a) a Strategy and Action Plan on conservation of the Amur leopard in Russia (Deadline is January 1, 2014);

b) a Program on Reintroduction of the Amur leopard, including measures for resolution of questions regarding the establishment and functioning of the Amur Leopard Reintroduction Center (Deadline is January 1, 2014).

9. The Prosecutor General’s Office, Investigative Committee, Interior Ministry and Federal Security Service shall submit their proposals on improving measures for fighting illegal logging and poaching of animals included in the Russian Federation Red Data List (Report deadline is February 1, 2014).

10. Interior Ministry of the Russian Federation shall submit proposals on increasing the number of specialized units involved in fighting illegal logging and illicit harvest of biological resources, and to examine means of improving their logistic support (Deadline is February 1, 2014).

11. The Ministry of Education and Science of the Russian Federation jointly with The Ministry of Natural Resources and Environment, executive authorities of Primorsky and Khabarovsky Provinces, the Far Eastern Federal University shall submit proposals on introduction of a degree course to train specialists to work with rare and endangered animals of the Russian Far East (Report deadline is May 1, 2014).
