NATURE PARK ‘MARKOTKH’ CREATION PROJECT COMPLETED
In 2016 the administration of the Krasnodar Region supported the suggestion of the Regional Branch Office “Russian Caucasus” of WWF-Russia and Krasnodar regional public organization ‘All-Russian Society for Nature Protection’ (rus. «Всероссийское общество охраны природы») to establish nature park "Markotkh" as part of the 2017, the year, which is dedicated to ecology and protected areas of the Russian Federation.
Creation of these special areas on the Black Sea coast is a difficult and ambitious task that is only possible because of well-coordinated work of all concerned parties.
Let us enumerate the main steps to estimate the scope of our work. These are conducting comprehensive feasibility study with experts’ participation, preparation of materials proving the protected areas creation, discussion with the citizens in five local municipalities, state ecological expertise, resolution preparation for the head of Krasnodar Region and its agreement, also with the Ministry of Natural Resources and Environment of Russian Federation. The difficulty was that a number of procedures (for example, public discussions of materials, state environmental expertise) have certain time limits; therefore designing of the park was conducted in tight schedule.
Distinct process outline was possible thanks to following the terms of work, pointed in the natural park roadmap, staff control and support from Sergei Usenko, vice-governor of Krasnodar Region. High professional qualification of the project executor ‘Ecological designing, Certification and Audit Center, LLC’ (rus. ООО «Центр экологического проектирования, сертификации и аудита») allowed to finish everything in time. The positive conclusion of the state ecological expertise No. 250 was approved by the order of the Ministry of Natural Resources and Environment of the Krasnodar Krai of September 15, 2017 No. 31-EC.
WWF-Russia has sent all the documents that are necessary for the nature park ‘Markotkh’ establishing decision, including the substantiating materials to create a buffer zone of protected area to the Ministry of Natural Resources and Environment of Krasnodar Region. Thus, all the procedures have been completed and all the conditions for nature park creation have been prepared. Now we are waiting for the government decision.
‘The creation work has once again demonstrated the effectiveness of interaction between the state authorities and environmental organizations in achieving a common goal. We are looking for a decision this year!’, claims Roman Mnatsekanov, senior coordinator of the Regional Branch Office “Russian Caucasus” of WWF- Russia.
Nature Park ‘Markotkh’ will consist of three clusters located on the Black Sea coast between Novorossiysk and Arkhipo-Osipovka, and will occupy over 65 thousand hectares. Its creation will ensure the preservation of more than 1.300 species of plants, more than 240 species of vertebrates, including 197 species listed in the Russian Red Data Book and the Krasnodar Region Red Data Book.
