The negative conclusion of the public examination on the company's project in the Khabarovsk Territory was transferred to Rosprirodnadzor

The Khabarovsk regional branch of the All-Russia Society for Nature Conservation has completed a public environmental assessment of the project for the development of the Kutynskoye gold deposit by a division of the Polymetal company in the Tuguro-Chumikansky district of the Khabarovsky Province and submitted it to the Federal Service for Supervision of Natural Resources of the Russian Federation.

The expert commission included representatives of the scientific and expert community of the region, including WWF Russia.

Based on the analysis of design decisions, the expert commission of public environmental expertise concluded that the project documentation "Mining and processing complex at the Kutynskoye field" does not meet the environmental requirements established by the technical regulations and legislation of the Russian Federation in the field of environmental protection, the impact of the planned activities on the environment provided for in the project documentation is unacceptable.

Experts have identified numerous shortcomings of the project documentation in terms of insufficient design and survey work on the site of the proposed activity, the lack or insufficiency of measures to ensure the safety of natural ecosystems, wildlife, soil protection, air and water environment.

"Experts have done a lot of work on the analysis of the project's environmental impact assessment (EIA) provided by the company. Serious shortcomings have been identified. In particular, the assessment of the impact on fauna does not cover all rare species living in this area. Most often, the impact is considered insignificant, without proper justification. The biggest complaints are not even related to the content of the EIA materials, but to the fact that some of them are simply missing. On the basis of such a set of documents, it is impossible to start a potentially dangerous project, since the consequences for biodiversity and the local population can be unpredictable, " says Peter Osipov, Director of the Amur branch of WWF Russia.

On the basis of Article 25, paragraph 2 of the Federal Law "On Environmental Expertise", the materials of the Public Environmental Expertise were sent to the Federal Service for Supervision of Nature Management of the Russian Federation, where the project is currently undergoing State Environmental Expertise.

The Khabarovsk regional branch of the Society also sent a list of its representatives to Rosprirodnadzor to participate as observers in the meetings of the expert commission of the state environmental expertise.

"Given the current situation, the scientific and environmental community of the Far East is aimed at a constructive dialogue with environmental services and representatives of Polymetal, in order to prevent negative impacts on the environment during implementation of the project "Mining and processing complex at the field Kutyn" and its revision according to the comments, suggestions and recommendations of the expert Commission of public ecological expertise", — comments Vladimir Sidorov, the Chairman of the Khabarovsk regional branch of the Society.

Environmentalists call on Rosprirodnadzor to conduct an objective examination of the Polymetal project and its division of Kutynskoye Mining and Geological Company LLC in the Khabarovsky Province.
