MINISTRY OF NATURAL RESOURCES OF KRASNODAR REGION PERMITS a tree removal IN PROTECTED AREAS

The Ministry of natural resources of Krasnodar region continues to sell the territory of especially protective forest areas for logging. The Forestry Department of the Southern Federal district considered that this is normal.

WWF-Russia has repeatedly revealed the facts of permission for logging of the territories prohibited under the law by the Ministry of natural resources of the Krasnodar region. Similar cases were identified in August 2017 in the Sochi national Park. After that, in November 2017 – the Ministry ignored the appeal of WWF Russia about dozens of violations of forest legislation, on the plots which were sold by the Ministry.

Most recently, in September 2018 – WWF-Russia revealed the facts of the 45 specially protected forest areas implementation through an auction of the Ministry of natural resources of the Krasnodar region. The damage from the sale of these territories can be about 136 million rubles.

All these facts were listed in WWF-Russia's requests to Rosleskhoz, which arranged disciplinary sanctions for these violations. WWF-Russia has repeatedly said that such measures are not enough, and the material penalty for harm should be calculated and collected. It seems that the previous disciplinary sanctions did not have a proper impact on the regional authorities. As a result, the Ministry of natural resources of the Krasnodar region announced the auction for 19 new sites with status «protected area». WWF-Russia appealed to the Forestry Department for the Southern Federal district to check the legality of the inclusion of these sites in the list of auction lots. The Department reported that timber harvesting was permitted in these areas in accordance with the forestry regulations.

«Cancel of the status «protected area» is out of the regional Ministry of natural resources jurisdiction and therefore is illegal. Any change in the status of protected areas, regardless of category, can be changed only by the federal government – Rosleskhoz», - explains Elena Cherkasova, Forest Project Coordinator at the Russian Caucasus Office of WWF-Russia.

This is the third case when the Ministry of the region violates the law in the course of auctions. Previous cases have been verified and confirmed by Rosleskhoz.

Since the regional authorities systematically refuse to recognize the illegality of their actions, WWF-Russia sent an appeal to the Federal Forestry Agency to find out what measures have been taken to bring perpetrators to justice, to prevent such violations in the future and to compensate for the damage caused to forest plantations.
